What the achievement asks
Read seven lore books in and around Undermine. Five points, account-wide, and it rewards the Desk-in-a-Box.
Despite the achievement's name, two of the seven are not in Undermine at all.
Finish the campaign first
The five books that really are in Undermine do not exist for you until you have completed the first four chapters of the Undermine story, ending with Breaking the Shackles.
Once that is done, all five appear on your map immediately, at the coordinates below. Before it, you can stand on the exact spot and find nothing, which is why people report them as missing.

Patch 11.1 stretched The Ringing Deeps sideways by about four points, and these coordinates may predate it. If a marker is empty, subtract about 4 from the X value.

The two halves of Noggenfogger's Journal are both down sewers. The coordinate is the sewer entrance on the street, not the book. Open it, drop in, and the book is below.
If the Misplaced Work Order will not read
This one has a standing report of refusing to register for some players while working normally for others. Reloading and relogging did not help the people it happened to.
If you are stuck on it and everything else is done, trying it on a different character is the one thing nobody in the reports had ruled out, and the achievement is account-wide so the credit carries.
Where it fits
One of six under Going Goblin Mode, which rewards the Gallagio Grand Gallery warband campsite and is part of Worldsoul-Searching, the War Within meta.
