What the achievement asks
Find the twenty-seven hidden treasures of K'aresh. Ten points, account-wide.
Fourteen of them sit in the world you can already see. The other thirteen exist only in Untethered Space, the phase-dived version of the zone, and they are invisible even there until your cloak is upgraded. That gate is the whole difficulty of this achievement.
Before anything else: upgrade the cloak
Thirteen of these treasures cannot be seen at all until your Reshii Wraps reach rank 4, the upgrade called What Lies Beyond, whose whole effect is "you can now see treasures in K'aresh while Phase Diving".
Below rank 4 you can stand on a correct coordinate in Untethered Space and there is nothing there. No amount of searching helps, and nothing in the game connects the two.
Getting there takes 12 Ethereal Strands, three for each of the four upgrades. They come from the Heavy Trunk handed out at the end of a K'aresh delve, at roughly one per run. So the honest shape of this achievement is a dozen delves first, then the treasure hunt.
The cloak itself comes from the K'aresh campaign, so finish that before you start counting strands. Fully upgrading it is also Power of the Reshii in the same branch, which means those twelve delves close two achievements rather than one.

Gift of the Brothers
Click the lantern at 76.11 45.27 and a ghost appears. Visit the three brothers at the coordinates above, then come back to the lantern for the reward. There is no combat and no timer, only the round trip.
Mailroom Distribution
Click the Cart of Letters at 47.68 62.28, then click the door to open the Mailroom. Stand on each of the four circles in turn and press the mail button that appears in the lower third of your screen. When all four are delivered, a coffer spawns at 48.16 64.21, and it holds the P.O.S.T. Master's Express Hearthstone.
Rashaal's Vase, and the thing guarding it
The vase is inside a cave whose entrance is at 68.75 47.68. An Engorged Siltfeaster patrols it and will pull, and its void pools hurt considerably more than the trash around them. Kill it or move around the pools, but do not try to walk past it at low health.
The two that move
Lightly-Dented Luggage appears behind a Broker cart in Housaa's Rest at 53.70 64.04, and sometimes instead beside a dry tree between two rocks at 54.95 62.46.
Abandoned Lockbox has four known spawn points: 53.95 54.96, 54.00 59.30, 59.75 53.72 and 60.08 60.92. Check them in that order; one of them has it.
The thirteen in Untethered Space
Enter through a Phase Conduit. They are scattered across the map and they also work as fast travel inside the zone, which is worth knowing before you fly the long way anywhere.

The four jumps, and how to stop failing them
Four of the phase-dived treasures sit somewhere you cannot walk to, and all four become easy with the same consumable.
Drink an Untethered Xy'bucha before you jump. It gives you the momentum these gaps were designed around, and without it most of them are simply not reachable.
Ethereal Voidforged Container is the one people spend half an hour on. Skip the balancing puzzle entirely: climb the mountain at 49.45 69.97, go as high as you can, jump off and pop a goblin glider, and loop round to land on the platform at 52.09 68.33. Three or four attempts is normal and it is still far faster than the intended route.
Petrified Branch of Janaa: stand at 77.59 58.74, run at the visible corner and jump towards the floating rock below.
Sufaadi Skiff Lantern: stand at 80.45 51.27 and jump from 80.50 51.84 onto the boat. A raid marker on the landing spot helps more than it sounds like it should.
Bladed Rifle of Unfettered Momentum is a long drop into the Xy Imports receiving port. With the Xy'bucha it is survivable. Without it, a glider, a demon hunter or dracthyr glide, a paladin bubble or a mage blink all work. So does dying: your ghost can fly down and you can release onto the treasure.
When nothing is clickable
There is a known state where the phase-dived treasures refuse to respond to clicks at all. The workaround players keep confirming is to loot the Battered Book at 66.56 44.80 first, if necessary by joining a group so the zone re-phases around you. After that, the rest become clickable normally.
If a treasure is not merely unclickable but genuinely absent, check your cloak rank before anything else. That is the far more common cause.
