What the achievement asks
Complete four Warrants in K'aresh. Five points.
Blizzard ties this one to the character rather than the account, so the four have to be done by whoever is chasing the meta. That matters here more than usual, because the weekly rotation means you cannot make up lost time on an alt.
One Warrant a week, chosen for you
There are six Warrants, and only one is offered each week, picked at random and the same for everybody on the realm. Four Warrants is therefore at least four weekly resets, and in practice more if the rotation repeats one you have already done.
All six start at the same spot, 48.70 57.70 on the Tazavesh map, id 2472. Note the map: Tazavesh has its own coordinate set, separate from the main K'aresh one.

What a Warrant involves
Take the Warrant, complete three follow-up quests around Tazavesh and K'aresh, receive a key, then use the key to summon the target and kill it. None of it is difficult and the whole chain is under half an hour.
The keys can be bought
The keys are not bound. They trade freely on the auction house, and a key bought there still gives achievement credit.

That is the single most useful thing to know here. It does not remove the weekly gate on the Warrant quest itself, but it means a week whose Warrant you have already done is not a wasted week: buy a key for one you still need, summon the target and kill it.
Two of these targets are rares you need anyway
Grubber and Arcana-Monger So'zer are on the list for Remnants of a Shattered World, which wants all nineteen K'aresh rares, and they are the two that achievement cannot reach without a Warrant. So the weeks those two come up are worth more than the others.
Completing all six Warrants, rather than the four this achievement asks for, rewards the Moonlighter and the Terror of the Night mount. If you are already waiting on the rotation for the rares, the last two cost you nothing extra.
