What the achievement asks
Pet all fourteen ferocious warcats around Hallowfall. Five points, account-wide.
Walk up, use the pet emote, move on. Eleven of the fourteen are that simple. The other three are not there at all until you light something.

Five of those coordinates hold two cats each, so the eleven are really seven stops.
Cats are small and often sitting among scenery. Rather than squinting, target them:

Purrlock at 63.79 29.32 and Shadowpouncer at 63.26 28.11 do not exist until the Light's Blooming Keyflame at 63.51 28.51 is fully lit. Nightclaw at 63.31 29.41 appears when the Lesser Keyflame at the same spot is lit, along with the quest characters that come with it.
That is why players report flying to three correct coordinates and finding empty ground.
Lighting a keyflame costs Radiant Remnants, and Radiant Remnants come from world quests, which do not unlock until the main campaign is finished. So if you are new to Hallowfall and three cats are missing, the answer is not a better coordinate: it is the campaign.
