What the achievement asks
Read twelve Azj-Kahet books while under the effects of Polymorphic Translation. Five points, account-wide.
You cannot read nerubian without help, so the whole achievement hinges on one consumable.
Buy the potion first, and read this before you do
The Potion of Polymorphic Translation: Nerubian is what lets you read these books, and it is sold by Siesbarg.
Siesbarg can also be turned into a mount by finishing his quest chain. Do that and the vendor is gone from your character, and with him the only source of the potion. Players have finished the mount, come back for the achievement, and found themselves needing an alt to do it.
He stands at 45.10 13.00 in the City of Threads, and each potion gives a ten-minute window.
So: buy a stack of potions before you turn him into a mount, or do this achievement and Bookworm first and claim the mount afterwards.
Each potion lasts a limited time, so plan the route below rather than wandering. Two potions is a comfortable budget for the twelve books.

Seven of the eight sit in one corner of the city between 23 and 39 across. The Ascended treatise at 77.98 41.03 is the outlier, right across on the far side, so save it for a second potion or take it first.

These four are on the main Azj-Kahet map, not the City of Threads one, and they run in a straight line west to east across the north of the zone. Read them in the order above rather than by part number and it is one flight.
If the queen books will not tick
Players have reported reading all three queen plaques, across more than one potion, without the criteria moving. If that happens, it is worth checking the criteria list rather than reading them a fourth time, and coming back on another day.
Where it fits
One of the pieces of You Xal Not Pass, which rewards the Shadow of Doubt mount and is part of Worldsoul-Searching, the War Within meta. The same potion is what Bookworm needs, so buy enough for both and do them together.
