What the achievement asks
Return every lost Hallowfall memento found with Maera Ashyld. Five points, account-wide.
Nine mementos, each dug up during a quest and each handed to a different person somewhere in Hallowfall.
It runs on a weekly timer
This is part of the Memories of the Sky storyline, which begins with Runway Scare-a-way from Maera Ashyld at 60.40 60.00. The storyline is weekly time-gated: three quests, one a week, three mementos each.
So this achievement takes a minimum of three weeks however much you play, and the only thing that matters is starting it early. If the next quest is not being offered, that is the gate rather than a bug.
Do not throw the mementos away
The items stay in your bags after the quest that produced them is turned in, and they look like quest leftovers. Players have deleted them and had to work out how to get them back.
If you have destroyed one, there is a small satchel next to Maera Ashyld at 60.40 60.00 that hands out replacements.

Amy Lychenstone walks a route rather than standing still, so her coordinate is where to start looking rather than where she will be. The others stay put.
Each week's three deliveries are a single short lap once you have the coordinates, and there is no fighting involved in any of them.
