What the achievement asks
Contribute Radiant Remnants to light lesser keyflames and complete all seventeen of the quests that follow. Ten points, account-wide.
How a lesser keyflame works
Contribute 3 Radiant Remnants to a lesser keyflame and a character appears beside it with a quest. Completing that quest is what gives credit, not lighting the flame.
The quests are on a weekly cycle. Each week a given keyflame's character offers one of its quests, which may or may not be one you still need, so this achievement runs across several weeks whatever you do.

All eight sit inside a small area in the north-east of Hallowfall, between roughly 61 and 66 across. That is the useful part: light every one of them each week. Three Remnants apiece is twenty-four in total, and it turns a lottery into a sweep, because whichever quests are up that week you will have seen all eight.
How to spend the least time on it
The bottleneck is the weekly reset, not the Remnants. So the routine is: on reset day, fly the eight coordinates above, put three Remnants into each, and do whichever quests you have not done before. Then ignore Hallowfall until the next reset.
Trying to work out in advance which flame has which quest is wasted effort, since the answer changes weekly and lighting a flame costs almost nothing.
Where it fits
One of the pieces of You Xal Not Pass, which rewards the Shadow of Doubt mount and is part of Worldsoul-Searching, the War Within meta.
The Remnants you spend here also count towards Igniting the Keyflames, which wants a hundred of them, and lighting these flames is what makes three of the cats in The Missing Lynx appear.
