What the achievement asks
Defeat 10 of the 25 special encounters across Hallowfall. Five points, account-wide.
Ten of twenty-five, the widest menu of any zone in Khaz Algar. You will almost certainly finish this without trying, simply by killing what you pass while doing something else in the zone.

The three tied to Beledar
Beledar's Spawn, Strength of Beledar and Pride of Beledar belong to Beledar's cycle rather than to an ordinary respawn timer. They appear when the crystal shifts between its light and shadow phases, which is a zone-wide event on its own clock.
If those three are the ones you are missing, wait for the phase rather than flying back and forth. Everything else on the list is on a normal timer and there are twenty-two of them, so there is rarely a reason to need the Beledar three at all.
The north-east cluster
Nine of the twenty-five sit close together in the north-east, between roughly 61 and 68 across and 12 to 34 down: Moth'ethk, Crazed Cabbage Smacker, Deathpetal, Croakit, Toadstomper, Duskshadow, Parasidious, Ravageant, Finclaw Bloodtide and Murkspike. If you want ten kills quickly and do not care which, that corner of the map is the whole achievement in one short loop.
Where it fits
One of the pieces of You Xal Not Pass, which rewards the Shadow of Doubt mount and is part of Worldsoul-Searching, the War Within meta. The treasures of Treasures of Hallowfall are on the same ground.
