What the achievement asks
Find ten treasures across Tiragarde Sound. Ten points, account-wide.
They come in three kinds, and only the first four are ordinary chests you walk to.
The four you can simply take

The four that need a map first
Four of the ten are invisible until you are carrying the matching treasure map. Go to the coordinate without it and there is nothing there, at any zoom, with any addon.
The maps all drop from the pirates in Freehold, around 74.03, 84.16. They drop at random, so this is a matter of killing pirates until you have four different maps rather than four separate hunts.

The one that is a puzzle
Secret of the Depths is not a chest at all. Find five Damp Scrolls around Boralus, then speak with the Ominous Altar. The reward is the Gem of Acquiescence.
The underwater cave is entered at 61.51, 83.82, which is not where the scroll sits.
Watch the whole sequence if the altar does not respond: the order in which you collect them does not matter, but all five must be in hand.
