What the achievement asks
Receive the blessing of six loa: Gonk, Pa'ku, Akunda, Bwonsamdi, Kimbul and Krag'wa. Five points, account-wide, Horde only, and it pays a decoration: the Golden Loa's Altar.
The blessing comes from standing at a loa's altar. The altars are scattered across Zandalar, and finding them is not the difficulty.
Do this part first
Six of the six altars stand in a single room, in the Zanchul pyramid in Zuldazar. If you already have all the loa unlocked, the whole achievement is one visit.
Enter the pyramid at ground level and go up the stairs from inside. Do not fly to the top, which is the mistake that sends people looking for six separate altars across three zones.
Take each blessing in turn, and the achievement fires on the sixth.
If a blessing will not come
Then the altar is not missing, the loa is: each one is gated behind its zone story, and an altar you have not unlocked simply is not there.

If you have finished Zandalar Forever! you already have five of the six, and Kimbul is the one to go and get: he comes from a run of ten to twelve side quests at the Tortaka Refuge, not from the main story.
That is why the single room is worth visiting first even when you are not sure where you stand. Whatever fails to respond there tells you exactly which story to go back to.
