What the achievement asks
Complete an archaeology digsite in Vol'dun while carrying the Vulpera for a Day buff, during a Vol'dun faction assault.
Five points, account-wide, Horde only. Once everything lines up it takes about five minutes. Getting everything to line up is the entire achievement, and thirteen percent of players have it.
The four conditions
All four must be true at the same moment, and each one has caught people out:

The assault being up does not mean the world quest is up. It has been missing for three assaults in a row, and people who planned their evening around the assault timer found nothing when they arrived.
Getting ready before it happens
Everything except the assault itself can be done in advance, and it is worth doing, because the window is only a few hours long.
Learn archaeology on any Horde character. The trainer is Examiner Alerinda, in Dazar'alor at the Great Seal: go to the lower level, to the north-west room across from the Vault of Kings. Buy the ranks up to Battle for Azeroth. You never have to raise the skill: one point is enough to dig.
Turn on Show Digsites in your map filters. Without it the map stays empty and you will conclude there is no digsite when there is one.
If Vol'dun has no digsite, complete digsites in the other Zandalar zones until one rotates into Vol'dun. That can be done at any time, assault or not.
On the day
Find Nisha at the world quest and talk to her for the Vulpera for a Day buff.
Careful here: she is at the quest itself, around 39.2, 47.0, not at the Vulpera Hideaway camp where people go looking for her.
You do not have to complete the world quest. The buff is the requirement; the quest is just where the buff lives. Take it and go.
Then dig any Vol'dun digsite, and the achievement fires on the last fragment.
Three ways to lose the buff
Leaving Vol'dun cancels it. Logging out cancels it. Dying to the wrong thing at the wrong time will not, but the first two catch nearly everyone.
The buff nominally lasts a day, which makes people treat it as safe. It is not: park yourself in the zone, and if you need to stop, come back and talk to Nisha again rather than assuming it survived.
And a warning for the clever: no other vulpera transformation works. Not the glamour, not the engineering toy. The achievement checks for this exact buff and nothing else.
