What the achievement asks
Find ten crystalline cat figurines hidden across Nazjatar. Five points, account-wide, both factions.
Nine of the ten are inside caves, most of them underwater, and none is visible from the surface. There is no order and no marker: you go to each cave and pick the figurine up, and each one gives you the same Figurine Found credit.

Two that give people trouble
The pillar in Azsh'ari Terrace looks like it demands you dodge the arcane swirls that teleport you around. It does not. Veer left as you enter, walk up the arch and along the wall to the back, and you can reach round and click the figurine from the side without taking a hit.
The starfish in Deepcoil Tunnels is the one people give up on, because the cave wall is covered in them. It is the green starfish, sitting slightly below and to the left of a purple starfish, to the left of the stone arch as you come in.
Flying turns this from an afternoon into twenty minutes. Every entrance is reachable in a straight line from above, and the caves themselves are short.
The caves are not empty. Several hold naga and crabs that will interrupt you mid-click, so either clear the way in or use whatever your class has for slipping past.
While you are diving anyway
Nazjatar rewards doing its underwater work in one pass rather than several. The caves you visit for the figurines overlap heavily with the ones holding rares.
