The city is its own map
Zuldazar contains Dazar'alor, and a city sitting inside a zone makes waypoints behave oddly: a coordinate typed while you are standing inside the pyramid is measured against the city map rather than the zone.
The waypoints above name the zone explicitly, which avoids the problem entirely. If you paste them while inside Dazar'alor and they land somewhere absurd, step outside and try again.
Why this one is worth doing early
The six zone exploration achievements together make up Battle for Azeroth Explorer, which is a step towards Pathfinder and flying in Kul Tiras and Zandalar. Doing them before anything else in the expansion pays for itself immediately, because every other achievement out here is faster from the air.
