What the achievement asks
Reveal all 11 subzones of Tiragarde Sound on your map. Ten points, account-wide, both factions.
Nothing to kill, nothing to collect: each subzone ticks the moment its name appears on your screen. Fly the lap below and the achievement finishes itself.

Two that confuse people
Waning Glacier is not at sea level. It sits high above the northern coast, and the way up is a path that begins around 41.1 21.8, climbing past the Roughneck Camp. Flying over the coordinate at low altitude will not do it.
The southern tip of the island looks like it should belong to Stormsong Valley and does not. That whole stretch, right down to where the road crosses over, is still Tiragarde Sound.
Why this one is worth doing early
The six zone exploration achievements together make up Battle for Azeroth Explorer, which is a step towards Pathfinder and flying in Kul Tiras and Zandalar. Doing them before anything else in the expansion pays for itself immediately, because every other achievement out here is faster from the air.
