What the achievement asks
Listen to the tall tales of three fishermen at Thresher's Wharf: Coxswain Hook, Master Gunner Line, and "Sinker". Five points, account-wide.
Alliance only. Searching the achievement name in game turns up an old Zul'Gurub achievement instead, which is what sends Horde players looking for something that does not exist for them.
There are no prerequisites and no level requirement. It is four quests, back to back, and they are the entire achievement.
Where
All three stand in the same spot, on the small island south-west of Fort Daelin.

Take them in order; each one leads to the next.

The quests are not available while the naga are attacking the island. If the three of them have nothing to say, come back when the assault is over rather than assuming you are missing a prerequisite.
Worth knowing
If the structure feels familiar, it is: this is the same joke as The Day that Deathwing Came, three unreliable narrators telling increasingly improbable versions of the same event. It is short and worth reading rather than clicking through.
And the three names are the punchline: Hook, Line and Sinker.
