Unlock planting first
You cannot plant anything until you have done the short questline starting with Mysterious Seeds. That chain is also where the Ageless Blossom spot is credited, so one of the eighteen comes free with it.
Any seed will do
There is no special seed and no quality requirement: any Dreamseed counts at any spot. Dreamseeds come from most activities in the zone, but the quickest source is looting the treasures, which you are doing anyway for Treasures of the Emerald Dream.
The one that is not always there
Whisperbloom Sapling is the reason people finish at 17 of 18. Its coordinate is correct, but the bounty only appears at fifty minutes past the hour, and it disappears again when the Superbloom begins on the hour.
If the spot looks empty, you are not in the wrong place: you are at the wrong minute.
