What the achievement asks
Complete the 15 optional storylines of Hallowfall. Ten points, account-wide.
These are not the campaign. They are the side stories scattered around the zone, and they are what people miss, because nothing in your quest log points at any of them.
Two of them run on a clock
Memories of the Sky is gated by the weekly reset: one quest a week, so that storyline alone takes three weeks. It is also Lost and Found in another branch, so start it the first day you can.
Striking Steel has a quieter gate. After you finish Underground Economics, Auralia Steelstrike moves to 42.36 55.03, and the chain does not continue until roughly a day later. If she has nothing for you, that is why.
Start both of these before the twelve that have no gate at all, or they will decide when you finish.

Every one of these also pays a one-time warband bonus of reputation with the Hallowfall Arathi, so the lap is worth more than the achievement alone.
How to do it without going back and forth
Take the starter quests in geographic order rather than in the achievement's order. Most of the starters sit in the zone's main settlements, so one pass through them collects a full quest log, and the storylines themselves then send you where they need you.
Where it fits
One of the pieces of All That Khaz, which rewards the Freywold Spring warband campsite and is part of Worldsoul-Searching, the War Within meta.
