What the achievement asks
Complete the 15 optional storylines of Azj-Kahet. Ten points, account-wide.
These are not the campaign. They are the side stories scattered around the zone, and they are what people miss, because nothing in your quest log points at any of them.
Half of them need the zone campaign first
Seven of these fifteen do not appear at all until Azj-Kahet's own campaign is finished on that character. An alt sent in cold will find seven of the starters simply absent, with nothing to explain why.
Do Azj-Kahet, the campaign achievement in this same branch, first. Everything here then opens at once.
Azj-Kahet is also built on stacked maps. Five of the starters are in the City of Threads, map id 2213, and pasting their coordinates against the main zone map puts the arrow on the wrong layer.

Every one of these also pays a one-time warband bonus of reputation with the Severed Threads, so the lap is worth more than the achievement alone.
The names in the achievement pane are different
Blizzard labels each storyline in the achievement by one of its quests rather than by the storyline's own title, so the criteria you tick off do not read like the table above.
The criteria are Rak-Ush Swarmery, Pillar-nest Vosh, Gutter Work, Pawns and Puppetry, Haggling with Mmarl, The Second Front, Mr. Sunflower's Therapy, The Wild Camp, Pillar-nest of Horrors, Subterfuge in Silk, Silken Ward, Grieve & Weave and All Good Things....
Match them by what you have just finished rather than by name. If a criterion stays grey after a storyline you are sure you completed, it is almost always a chain with a final quest you have not taken yet rather than a mismatch.
How to do it without going back and forth
Take the starter quests in geographic order rather than in the achievement's order. Most of the starters sit in the zone's main settlements, so one pass through them collects a full quest log, and the storylines themselves then send you where they need you.
Where it fits
One of the pieces of All That Khaz, which rewards the Freywold Spring warband campsite and is part of Worldsoul-Searching, the War Within meta.
