What the achievement asks
Host all sixteen guests at your Ember Court. Five points, account-wide.
You only have to invite them. Their mood does not matter, and credit lands when the party's timer runs out or when you end it early by talking to the host.
It is a daily event now
Patch 10.2 changed the Ember Court from a weekly lockout to a daily one. This used to be a five-week minimum and it is now doable in under a week.
Most guides you will find still describe the weekly version and recommend logging in once a week to run a court. Ignore that.
Four slots, four guests each
Each guest belongs to one fixed slot, and each slot unlocks at the matching Ember Court rank. You need a level 4 court, because otherwise the last four guests cannot be invited at all. Level 5 only adds happiness and is not needed here.

Since you can only host one guest per slot per court, this is sixteen guests over at least four courts, and more if you keep drawing ones you already have.
How to actually get someone on the list
Go to the guest's home zone and do their RSVP quest. Then, and this is the step nearly every guide omits, look in your bags.
Earning an RSVP hands you a consumable that looks like a letter. Until you click it, the guest stays "Undiscovered" or "No RSVP" on the list no matter how many times you visit them. People come back months later convinced the system is broken.
You can also revoke an invitation with a Blank Invitation, which is how you steer the slots rather than hoping.
The two that are not free
Grandmaster Vole, slot 2, needs Friendly with the Ember Court.
Choofa, slot 1, needs Honored, and his invitation has to be bought from Lady Ilinca for infused rubies. This is the piece that sets the real pace: you cannot invite him until the reputation is there.
Ember Court reputation comes from happy guests, so although mood does not matter for this achievement, it matters for getting Choofa. A court where all four guests end elated pays 800 each, 3,200 in total, rather than the 1,600 usually quoted.
Ambassador's Reserve, from Lady Ilinca at 10 rubies each, adds a minute to the court timer and stacks. Early on, when your court is short and your guests are hard to please, it is close to essential.
