What the achievement asks
Pet every bakar in the Ohn'ahran Plains. Twenty of them. Account-wide.
Walk up to the dog and right-click. That is the whole mechanic, and it is why this one is usually the last thing standing between someone and a branch: nothing is hard, several are simply not there.

Nine of them are locked behind side quests
This is why people finish at seventeen or eighteen and cannot find the rest. Several bakar do not exist in the world until you have done the right chain.
Release the Hounds, part of the Mudfin Village chain, brings out Fogl, Zephyr, Elaichi, Pesca and Tseg. Return to Roscha, from the same chain, brings out Baba. The Trouble with Taivan brings out Soyoo, and the whole Taivan's Purpose chain brings out Taivan himself.
Both chains belong to Sojourner of Ohn'ahran Plains, which you need for Loremaster anyway.
Three that move
Ellam only appears when the Aylaag clan is camped at their northern site, at 71.19 31.56, and only while its quests are live. Hugo travels with the clan, so he is never missing, only somewhere else. Nahma and Soyoo sit at the Grand Hunt, which itself moves every two hours.
