Where the tree is
Pathfinder Jeb stands at the Dragonscale Basecamp in The Waking Shores, at 47.2 83.4. Talking to him opens the Expedition Supplies tree, which is the Dragonscale Expedition's own progression board rather than anything to do with your class.
The tree is not a puzzle. Points arrive as you work with the Dragonscale Expedition, and every talent is bought sooner or later. What matters is the order you buy them in.
Take Lucky Rock first
One talent in this tree, Lucky Rock, is what makes legendary characters appear during the cataloguing world quests. Without it, A Legendary Album is not slow, it is impossible, and nothing in the game says so.
Anyone working through the meta should take Lucky Rock the moment it is available, whatever else is on offer, because the cataloguing world quests rotate on their own schedule and every rotation you spend without it is one you cannot get back.
A display quirk worth ignoring
Although the individual talents are tracked on your account, the achievement itself is per character, so it pops again on each new character the first time it loads into the Dragon Isles. Nothing has reset and there is nothing to redo.
Where it fits
One of eight under Wake Me Up, which rewards a Bestowed Ohuna Spotter and is a piece of A World Awoken. Two of the other seven, A Legendary Album and Great Shots Galore!, depend on the cataloguing quests this tree feeds.
