What the achievement asks
Unlock five different fishing nets in the Tuskarr fishing holes. Ten points, account-wide.
This is the slowest achievement in its branch, and it is slow for reasons that have nothing to do with effort.

River Mouth opens at Renown 4 with the Iskaara Tuskarr and stays open permanently. The other four take turns: exactly one of them is active per week, chosen with no schedule you can plan around.
Two of them cannot be drawn yet
Grimtusk's and Burning Ascent do not enter the weekly rotation at all until you have Ice Fishing and Lava Fishing from Secret Fishing Spots, and Grimtusk's additionally wants its own side questline done first.
Unlock those before anything else. A player without them is drawing from a pool of two holes rather than four, and half their weeks are wasted before they log in.
One net a day, wherever it is
Only one net daily is available across the whole Dragon Isles on a given day. If you go to Roaring Dragonspring and do Predator Control, Otter Devastation will not be available at River Mouth that day. You cannot bank two holes in one session.
The day's net quest also follows the Fishing Frenzy world quest: players tracking it found the net daily consistently sitting at whichever hole the Fishing Frenzy was pointing at. If you are hunting for the day's quest, look for that world quest first.
If the quest refuses to appear
Two things have stopped people who had everything else right.
Empty your old nets. Several players found the next net quest simply would not offer until they went back to the previous week's hole and looted the nets they had already set there. A net you never emptied blocks the next one.
Finish the hole's own preliminary quest. At Burning Ascent in particular, players who did Frogs of Fire and got no credit found they had first to complete the hole's equipment quest. If a daily completes and the criterion stays grey, look for an untouched introductory quest at that hole rather than assuming a bug.
