What the achievement asks
Collect a full armour set from the Primal Storms. Account-wide.
Buy it rather than farm it
The pieces drop from storms, but waiting on drops is slow and the rotation is not on your side. Mythressa sells them outright, in Valdrakken and in the Forbidden Reach, for Elemental Overflow.
A complete set costs 3,150 Elemental Overflow.
The cloak that catches people
Mythressa sells four Primal Storm cloaks and only one counts for your armour type. Buying the wrong one is
wasted currency and the achievement will not move.

Check your appearances tab before you spend a coin
Open your collections, go to Appearances, and find the Raging Tempest set under Primal Storms. It tells you exactly which pieces you are missing and which cloak belongs to your armour type.
Two things follow from that. You only need the pieces you do not already own, so anyone who played through the storms at the time may be two purchases away rather than seven. And you will not buy the wrong cloak, which is the single most reported waste of currency on this achievement.
There is a second currency for it
If you would rather not wait on the storm rotation at all, the same set can be bought with Bloody Tokens from world PvP, from Fieldmaster Emberath. It is the same appearance and it counts identically.
That is worth knowing because the storms no longer run on a schedule you can plan around: players report waiting up to three hours for a storm and then finding it is not one they needed. If war mode is something you play with anyway, the PvP route sidesteps the whole problem.
Prices have also fallen a long way since the patch was current. One player who assumed the worst finished the set for under 2,000 Overflow rather than the full 3,150.
Spending does not undo the other achievement
Elemental Overload counts the Overflow you have ever looted, not what you are holding. Spend the 3,150 the moment you have it.
