What the achievement asks
Feed Beef twenty Beef snacks during stage 1 of the Siege on Dragonbane Keep. Five points, account-wide.
Beef is the frog. The snacks are snails. Stage 1 is short, so this is the siege achievement that takes more than one visit.
Where to stand when the siege starts
The scenario unlocks at Renown 5 with the Valdrakken Accord, which brings a small dragon to you in The Waking Shores with To Dragonbane Keep!.
When the siege begins, go straight to the south end of the highlighted event area. Beef starts at 30.70 78.47 and moves north with the caravan from there. Do not follow the crowd towards the keep: everything you need is behind them.
The loop
Beef Snacks are snails sitting along the side of the road. Right-click a snail to pick it up, then use the extra action button that appears when you are near Beef to feed him.
Not all of them are in the open. A good number are tucked inside tree stumps and hollow trunks, which is where the ones nobody else has taken tend to be. If you are struggling to see them, this macro targets the nearest one and puts a skull on it:

This happens constantly and it is not you: several players report having to type /reload multiple times in a single stage before snails became clickable again. Losing thirty seconds to a reload is better than losing the whole stage wondering why nothing works.
Beef will be attacked, but he has guards who handle it, and stage 1 completes on its own whether you feed him or not. Your only job is the snails.
Twenty snacks is at least two sieges
Players report a hard ceiling of about ten snacks per siege, so plan on two runs minimum. Progress carries over between events, so a partial run is never wasted.
The real enemy is competition. When the siege is part of that week's Aiding the Accord quest, or during an Awakened week, the snails are taken the instant they appear and people report managing a single snack in a whole stage. If that is happening to you, stop: come back on a week when the event is not the weekly, or very late at night, and the same stage yields ten without effort.
Where it fits
Part of Across the Isles, which rewards the Stormtouched Bruffalon and is itself a piece of A World Awoken. Pick up the tablets of Chiseled Record on the same visits, since you are already there twice.
