What the achievement asks
Obtain the seven pets that come from the alternate timeways of the Time Rifts. Fifteen points, account-wide.
The rule that turns this from a grind into an errand
Credit is given when you learn the pet. It does not matter where the pet came from. A drop counts, a vendor purchase counts, an auction house purchase counts and a caged pet handed over by another player counts.
And the progress sticks. You can learn a pet, cage it again, sell it back on the auction house, and keep the tick. Players have finished the whole achievement by passing the same seven caged pets around a group, each person learning them in turn and caging them back at the end, so that everybody ends up with the achievement and nobody is out of pocket.
Progress is account-wide, so pets learned on different characters all count towards the same seven.

The three ways to get them
Buy them from the Time Rift vendor. They cost Paracausal Flakes, the currency the rifts themselves pay out. This is the route that costs no gold, and vendor purchases do count.
Buy them on the auction house. All seven are cageable, so they trade freely. If you have gold and no patience, this finishes the achievement in a single visit to a capital, and you can resell them afterwards for most of what you paid.
Let them drop. Rifts reward pets on their own as you complete them. This is the slowest of the three and there is no reason to rely on it alone, but it is what fills your collection while you chase the rest of the branch.
Older comments warning that vendor pets do not count date from the test realm before the patch shipped. On live they count, and have for a long time.
Where it fits
One of ten under Closing Time, a piece of A World Awoken. This is the one piece of the branch you can finish without setting foot in a rift, which makes it the right one to clear on a day when the hourly schedule does not suit you.
