What the achievement asks
Turn in a Restored Obsidian Key to each of the four figures at the Obsidian Citadel. Five points, account-wide.

What a key costs
A key is built from 30 Key Fragments and 3 Key Framings, both dropped by the mobs inside the Obsidian Citadel. Four keys is 120 fragments and 12 framings, which is an hour or two of clearing.
A finished key disappears from your bags if you leave the Obsidian Citadel. Fragments and framings are safe to carry anywhere; assembled keys are not. Hand every key in before you hearth, fly off or log out.
The gate before any of it counts
You have to pick a side first. Complete the weekly Allegiance to One quest, choosing Wrathion or Sabellian, and hand your first key to whichever one you chose. Until that is done the turn-ins do not register.
Which one you pick makes no difference to the achievement. It only decides which of the two vendors you can buy from that week.
The bug, and the way round it
This achievement has been reported broken since the patch it shipped in, and the failure is specific: credit for Wrathion and Sabellian sticks, credit for Igys and Bazentus does not. Players hand a key to Bazentus, see no checkmark, log out, and come back to find their progress back where it was.
The workaround people keep confirming is to hand a key to both Igys and Bazentus in the same session, without logging out in between. The checkmarks may still never appear, and the achievement pops anyway once the fourth key is in.
So build all four keys first, then do the round in one go: your chosen dragon, then the other dragon, then Igys, then Bazentus, without a hearth or a loading screen between them. That turns a two-week annoyance into ten minutes.
Where it fits
One of eleven under Flight Club, a piece of A World Awoken. The same keys count towards Obsidian Keymaster, which wants thirty of them, so nothing here is spent twice.
