What the achievement asks
Complete the Tides of Vengeance war campaign. Ten points, account-wide, Alliance only.
Four chapters, released as patch 8.1's continuation of the war. This is the Alliance side; the Horde has its own version of the same patch under the same name, with entirely different chapters.

Where it opens
War Marches On begins with Master Mathias Shaw, aboard the ship in Boralus at 71 27. He sends you to report to Jaina, and the Horde attacks the city partway through the conversation.
From there the chapter moves out to Anglepoint and the frozen water beyond it, and the rest of the campaign follows on in order.
Running the opening chapter also gives you Kul Tirans Don't Look at Explosions along the way, so there is no reason to come back for that one separately.
They arrive in order, and they took weeks originally
Tides of Vengeance was released a chapter at a time over several weeks. That gating is long gone and all four can be run back to back, but the chapters remain sequential.
What has to be done first
- Come Sail Away, the introduction to Kul Tiras
- The three zone stories, A Sound Plan, Stormsong and Dance and Drust Do It.
- The Pride of Kul Tiras, which brings the three houses together
If Mathias Shaw has nothing to say, one of those is unfinished.
