What the achievement asks
Complete ten of the twenty Island Expeditions quests. Ten points, account-wide.
Ten of twenty, so half the list can be ignored. That matters more than it sounds, because which ones are available to you is decided by the game a week at a time.
Every token comes from one kind of enemy
Each of the twenty quests starts from an item, and each item drops from one particular kind of enemy. Islands are populated by a different enemy type each week, so the quests you can get this week are the ones matching whoever is currently living on the islands in rotation.
That is the whole mechanic, and it is why the achievement resists being farmed: you cannot chase a specific quest, you can only recognise when the week has handed you one.

Reading the week before you queue
You can see which enemies are on an island before entering. The mission table shows each island with its current inhabitants, and the island's listing names them outright, as in Crestfall with orcs.
If this week's islands are held by pirates, two of the twenty are in play and the other eighteen are not. Run those islands and kill pirates.
One of the twenty is stricter than the rest. Vorus'arak's Carapace comes from a named creature, Vorus'arak, who only appears while nerubians are the island's enemy. On any other week the drop is not merely unlikely, it is impossible.
Expect this to take months
Two things stack against you. The enemy type only changes weekly, so a quest you need may be out of reach for a long stretch. And even on the right week the token is a drop rather than a guarantee, so the right island can still hand you nothing.
The only real advice is to stop treating it as a target. Run islands for Expert Expeditioner and the eleven per-island achievements, glance at who lives there each week, and pick up the ten as they come.
