What the achievement asks
Rank III on all four upgrades of a Covenant Sanctum. Ten points, and a permanent increase to the anima you earn.
This one is not account-wide. It has to be done by one character, in one covenant.
That distinction costs people real time. Upgrades your alts have built do not add up, and switching covenants to upgrade one feature in each does not count either. One character, one covenant, all four features.
What it costs
Sixty-four thousand anima, spread across four features and three ranks.

Build across, not up
The three achievements in this series each raise your anima income, and they trigger on completing a whole rank rather than a whole feature.
Take all four features to rank I, collect We Can Rebuild, then all four to rank II for Denying the Drought, then finish. Levelling one feature to III first delays both bonuses and makes the remaining 60,000 anima slower to earn.
The reward here is worth the discipline: with all three, a world quest that would have given you two anima items gives five.
Funnel your anima
If you have played Shadowlands across several characters, pick whichever one already has the most built and move everything to it. An NPC beside the Oribos flight master sells anima in a form that moves between your characters, so nothing your alts earned is stranded.
Two useful details
The bonus is attached to the achievement, not to the buildings. Earn it and then change covenant, and the character keeps its increased anima rewards.
But it stays with that character. Your alts will show the achievement and will not get the anima bonus, because they have not built anything.
You do not have to wait for the last upgrade to finish constructing. Start it, log out, log back in, and the achievement usually pops.
