What the achievement asks
Find Sly all three times he runs away. Five points, and the pet Sly, which arrives in the post.
Three finds, and you can only do one per Kyrian assault. The Kyrian assault comes round once a fortnight, so this achievement takes a month and a half at the very least, and that is if you never miss one.
Start this the first time you see a Kyrian assault, or do not start it at all. It is the slowest thing in On the Offensive, and since that meta only needs four of nine pieces now, it is entirely reasonable to skip.
Each hunt
Speak to Orator Kloe first, every time. She gives you the Sharp Eyed buff, and without it Sly is invisible to you no matter where you stand.
Then follow the tracks she reveals.

When the tracks give out
They frequently do, especially on the third hunt, stopping partway with nothing ahead. Go straight to the coordinate above and he is usually there.
If he is not visible even at the right spot, the fix people report is to cancel the Sharp Eyed buff, go back to Orator Kloe for a fresh one, and search again. Several people needed two or three passes before he appeared, sometimes from a good distance away.
The pet
The third rescue completes the achievement and Sly is mailed to you rather than handed over. Check your mailbox.
