What the achievement asks
A Bronze medal on every normal race in The Waking Shores. Ten points, account-wide, both factions.
The ordinary course, flown the way it was laid out.
Bronze means finishing
This is the thing worth knowing before you start. Bronze is not a time to beat, it is the medal you get for completing the course at all. Cross the line and it is yours.
Silver and gold are real challenges. They are not asked for here, and nothing in the Dragonflight meta asks for them.
A run flown at the gold time also credits the bronze and the silver for that course, so there is never a reason to hold back deliberately: fly it as well as you can and take whatever the clock gives you.

Talk to the race master at the coordinate and pick the difficulty from the dialogue. The same starting point serves normal, advanced and reverse, so a zone is one trip and not three.
Unlocking the races in the first place
The races of the four original zones do not exist for you until Renown 7 with the Valdrakken Accord. When you reach it, a messenger comes to you with the Aerial Challenges quest, and finishing that opens the zone tour quests, one per zone.
If the race master at the coordinate has nothing to say to you, that chain is what is missing. It is not a bug and there is nothing at the course itself to find.
The trap when you take the tour quest
Each set of races has a tour quest that asks you for the whole list, and accepting it normally credits you for every course in that zone you have already flown.
That retroactive credit does not happen if you are in a raid group when you accept the quest, and leaving the group afterwards does not repair it. If it has happened to you, abandon the quest and pick it up again while not grouped.
It is a small thing that costs a whole zone's worth of flying, and it catches people who joined a group for something else and never left it.
Do the glyphs first
Every dragon glyph you collect buys a dragonriding talent, and those talents are what make a drake hold its speed through a course. There are 48 across the four original zones, and collecting all of them unlocks the full set of abilities and upgrades.
Even for bronze, a half-finished talent tree turns a formality into a struggle: without the vigor to spare you run out of altitude between rings. Sweep the zone's glyphs on the way to the first race.
The ability you will lean on is Surge Forward, and the habit worth building early is spending it while you still have speed rather than after you have lost it. A drake with no speed and no charges that tries to climb simply falls, and every second spent falling is a second the clock keeps counting.
